Assistance Programs For Families & Individuals

Prevention, Retention and Contingency (PRC)

Ohio’s PRC program provides one-time-only or short-term services to help low-income parents overcome immediate barriers to employment.

Each county has a PRC plan outlining the deatils of the services provided and eligibility criteria.

Athens County's PRC plan can be found here.

PRC is funded through the federal Temporary Assistance for Needy Families (TANF) program. Those receiving assistance from other public assistance programs may also be eligible for PRC services.

These funds are utilized for those unavoidable financial crises or disasters that occur and for which the family income cannot be expected to cover. Allocations are contintent upon available funding.

Who is eligible for PRC services?

  • Parents of children under 18, including noncustodial parents if they live in Ohio and are cooperating with the Child Support Enforcement Agency
  • Parents of children under 19, if child is still enrolled in high school
  • Pregnant women or teens
  • An agency serving TANF-eligible families

Examples of areas covered by PRC include:

  • Housing
  • Utilities
  • Emergency repairs
  • Replacment of household items lost in a fire or flood

Funds are issued through vendor pay arrangements only.

Medical expenses are not eligible for PRC funding, with the exception of pre-pregnancy family planning services.

Additional information on eligibility:

  • All income received within the household is considered countable for PRC purposes. The only deduction from income will be for child support paid for a child outside the home. Eligibility will be determined by totaling ALL income to the household within the past 30 days. Verification of income is required. Gross income (before taxes) must be at or below 100% of the federal poverty guidelines.
  • The need should be emergent, unforeseeable and unavoidable. It is expected that the household's resources (cash on hand, savings accounts, etc) will be used prior to or in conjunction with PRC assistance. All available community resources must be explored and whenever possible, utilized first for the need.
