Senior Emergency Assistance (SEA)

Contingent upon available funding, effective 6/1/22 ACDJFS will resume a senior emergency assistance program for adults aged 60 and older. The maximum allowable amount is $500 per eligible household in a 365- day period beginning with the date of first application. Deadline to apply is September 30, 2022, or until funding expires.

 

Authorized services will be provided for items and services issued through vendor pay arrangements only, unless otherwise specified.

 

Eligibility:

To be eligible for these services, the participant must:

  • Be an Athens County resident;
  • Have total household income under 200% of the FPL;
  • Be at least 60 years of age or older;
  • Not exceed $500 in a 365-day period; and
  • Be eligible for APS or Title

 

The following sources of income are excluded when determining income eligibility:

  • Public Assistance Benefits;
  • Disability Benefits;
  • Unemployment Compensation;
  • Child Support; and
  • Survivors

 

Application:

Applications will be available at the ACDJFS/OhioMeansJobs-Athens County locations and will be processed by SPC’s on a first come, first serve basis. The application for this program is attached.

 

In upper right-hand corner, write in the date and time of the application since applications will be taken on a first come, first serve basis. Also, include your name on the worker line.

 

Applications will be scanned to the participant’s file.

 

Authorized Services:

SEA may be approved for any of the following emergent needs:

  • Utilities/Deposits:
    • Must provide current bill/deposit information
    • May also pay for wood, coal, or propane (with documentation)
  • Rent/Deposit/Mortgage
    • Provide rental agreement or mortgage statement including landlord/mortgage company name and address
  • Home repairs:
    • Provide 2 estimates
  • Medical equipment purchase/rental not covered by Medicaid/Medicare
    • Provide bill and/or rental agreement

  • Furniture
  • Household appliances to assist with everyday living
  • Cleaning supplies
  • Pest control services
    • Professional services must be licensed by the Ohio Department of Agriculture
  • Any emergency not listed may be eligible for approval by a department

 

Approval/Denial Notices:

Each application will need to be approved or denied based on eligibility for the program. Mail the original to the household and copy to the participant’s file.

 

Vouchers:

Mark SEA-APS or SEA-XX on the “other” line of the voucher. The voucher will be physically issued in the same manner as PRC vouchers and recorded in SEA spreadsheet. Direct payment of the voucher to the applicant is prohibited. The voucher must be directed to the provider of the service.

 

Tracking:

  • Approvals and denials will be tracked on the SEA spreadsheet. Spreadsheet located in SharePoint under APS.
  • If the applicant(s) have an open OBWP case, the information will be recorded in journal notes by the SPC processing the
  • If the applicant(s) does not have an open OBWP case, the information will be recorded in the electronic mechanism used for that program (i.e., ODAPS, ARIES, etc.) by the SPC processing the
  • Send the original application, copy of approval/denial and voucher to the Fiscal Department. Please include any other applicable documentation (such as: estimates, copies of invoices or utility bills, ). Be sure to scan to EDMS first.
  • If the application is pending due to verifications, estimates or eligibility, case will remain pending for up to 30 days from date of application. Applications will be processed within 30
